Energy Resilience

Energy Resilience

General Characteristics of the Program

“Energy Resilience” is an infrastructural program of “Paradigma.Ukraine” Charity Foundation, aimed at ensuring energy autonomy and the uninterrupted functioning of critical infrastructure facilities that sustain the life of cities and territorial communities in Ukraine.

The program is oriented not only toward social sphere institutions but also toward enterprises and facilities upon which the stability of water supply, heat supply, communications, and energy generation systems depends.

In certain cases, the objects of the program may be state-owned enterprises or enterprises with a state ownership stake, provided their activities are of critical importance to the functioning of communities.

Strategic Goal

The strategic goal of the program is to increase the energy resilience and autonomy of key infrastructure facilities in order to:

  • Ensure the continuity of providing basic services to the population

  • Reduce the risks of shutting down critically important systems

  • Increase the technical reliability of infrastructural facilities

  • Strengthen the energy security of communities

The program views energy autonomy as a component of national resilience and an element of economic recovery.

Critical Infrastructure Facilities

  • Water utilities
  • Thermal power plants (TPPs)
  • Automatic telephone stations (ATS)
  • Heat supply enterprises
  • Energy generation enterprises
  • Enterprises providing water supply, sewerage, heat, and electricity supply
  • Other critical infrastructure enterprises that ensure the vital activities of cities and communities

Within the program, both municipal enterprises and state-owned enterprises (or enterprises with a state ownership stake) may be considered, provided they are of strategic importance.

Main Implementation Areas

Implementation of Alternative Energy Sources

  • Installation of solar power plants
  • Integration of energy storage systems
  • Implementation of hybrid energy systems
  • Use of distributed generation

Backup Power Systems

  • Installation of diesel or gas generators
  • Creation of autonomous backup energy hubs
  • Modernization of emergency power systems

Modernization and Increasing Energy Efficiency

  • Upgrading engineering systems
  • Optimization of energy consumption
  • Modernization of equipment
  • Implementation of energy management systems

Technical Audit and Project Support

  • Conducting technical inspections
  • Preparation of feasibility studies
  • Development of project documentation
  • Control over implementation and commissioning

Implementation Mechanism

The program is implemented according to a phased model:

Identification of the facility and preliminary needs analysis
Conducting a technical audit
Preparation of the project solution and budget
Coordination with the owner or balance holder of the facility
Implementation of the technical solution
Control, acceptance of works, and reporting

The Foundation ensures management coordination, financial control, and implementation support.

Partner Model

The implementation of the program involves cooperation with:

  • Local self-government bodies;
  • Relevant ministries and state authorities;
  • Administrations of state and municipal enterprises;
  • Technical contractors;
  • Engineering companies;
  • International and national donors;
  • Corporate partners.

In cases of working with state enterprises, interaction is carried out within the framework of current legislation and approval procedures.

Funding

Funding can be provided through:

  • Charitable contributions;
  • Grant funds;
  • Targeted donor financing;
  • Co-financing programs with communities;
  • Corporate partnership contributions.

The use of funds is subject to internal financial control and an independent audit.

Monitoring and Reporting

The Foundation maintains centralized records of:

  • 1

    The number of implemented infrastructural projects

  • 2

    The types of implemented solutions

  • 3

    The volume of installed capacity

  • 4

    The level of increased autonomy of facilities

  • 5

    The volume of attracted financing

Reporting is generated in a consolidated form and provided to partners and donors.

Expected Infrastructural and Economic Effect

The implementation of the program contributes to:

Reducing the risks of shutting down critically important systems
Increasing the stability of infrastructure enterprise operations
Reducing losses in the event of accidents or outages
Creating prerequisites for stable socio-economic development

The program forms the basis for the continuous functioning of both the social sphere and the enterprises that provide for the basic needs of the population.

Support Opportunities

Partners and donors can:

Finance a specific infrastructure facility
Support the implementation of a technical audit
Join in co-financing with communities
Enter into a long-term agreement to support critical infrastructure

The Foundation ensures transparency in implementation, financial control, and regular reporting.
